摘　　要：从组织机构、法律法规及政策的制度化进程等方面介绍了黄河流域新老水库移民实施管理的发展历程。黄河流域水库移民工作与国家政治和经济状况密切相关。过去“重工程、轻移民 ,重搬迁、轻安置”的做法造成了大量遗留问题 ,现在“前期补偿、后期扶持”的开发性移民安置方针是尽快恢复和提高移民生产生活水平的有效措施。监理和监评手段的引进为水库移民管理注入了新的活力。The development course of resettlement management in new and old reservoir construction in the Yellow River basin is introduced from aspects of organization institution, legislation and regulation and policy systematization. Resettlement work of reservoirs in the Yellow River is closely related to national political and economical status. Lots of issues are left from“pay attention to engineering construction, underestimate resettlement; and pay attention to place move, underestimate settlement”in the past, and it is an effective way to as soon as possible recover and enhance resettlement people production and living standard through current development resettlement policy of “compensation in the initial stage and support in the later stage'. Introduction of supervision and monitoring bring about new vigor for reservoir resettlement management.
