摘 要:目前不同类型、不同规模、不同投资渠道的建设项目在征收具有同样区位优势和生产潜力的土地时补偿补助标准不同,对建设项目的顺利建设和效益的尽快发挥以及当地社会稳定产生了一定影响。在分析土地特性、分类,以及补偿补助特点、农用地补偿相关理论、我国农用地补偿补助政策基础上,对现有农用地补偿政策进行了评析。结合目前我国社会经济现状,认为:不同建设项目征收土地应同地同价,不同农用地地类的区片地价应不同,征收农用地应以其土地质量等级为基础,农用地补偿以土地预期净收益为原则更科学合理。The current subsidy standards of construction projects of varied types, scales and investment channels are different in terms of their location advantages land productivity potential, which affects the smooth construction and benefit generation of project and exerts impact on stability of local society. The present subsidy policies of agricultural land acquisition are reviewed on the basis of analysis of feature and classification of land and subsidy as well as theories of agricuhural land acquisition. Taking the present social and economic condition into consideration, it is suggested that price of land acquisition should be the same for different construction project, but the price of different agricultural land should be varied and be acquired according to the quality of land and using net return of land as the criteria for subsidy seems more feasible.
