摘　　要：本文通过对吉林省西部水资源及其开发利用的初步分析，论述了水利对当地经济和社会发展的保障和促进作用，以及改善西部生态环境的重要意义。笔者还提出了西部地区防洪抗旱新的思路、方法和措施，这对西部地区经济。Througn the preliminary analysis to the water resources and its development and utilization of west area of Jinn province, the the imporant of water conservancy in assuring and promoting the local development of economy and society as well as the significance of improving the ecological environment of west area are discussed in this paper. The authors also put forward some new idea, methad and measure of flood control and drought resistance for west area, all of these have active action in dealing with the problems of economy and ecological environment and in supporting the sustaining development of west area.
