摘 要:针对皖西地区水资源开发利用实际与产业布局之间的矛盾,利用层次分析法对该地区的水资源配置进行分析研究,从经济、环境和社会三个方面着手,建立了包括1个优化目标、3个标准和15个指标的层次分析结构模型,通过构造比较矩阵,逐层计算特征值和特征向量,并对指标比较的一致性进行检验,最终确定了各指标因素的相对重要性排序。结果表明:单位产值工业用水量(C13)的权重居第一,水力发电指标(C14)居第二,直排污废水占总排水的比重(C21)居第三,单位产值农业用水量(C11)的居第四,据此为区域水资源的合理配置提供参考,显现了一定的社会效益和实践意义。In allusion to the contradiction of water resources exploitation and utilization truth to the industrial layout in the west Anhui, analytical study of water resources allocation in this area by using the principle of Analytic Hierarchy Process. From the three aspects of economic, environment and society can be done, we build the structure model of Analytic Hierarchy Process by one optimization target, three standards and fifteen indexes, by means of matrix comparison construction, calculate the characteristic value and characteristic vector one by one, then checkout the conformance of index comparative, Eventually define the sorting order with relative importance of every factors and indexes. The result indicates that, the water for industrial use of unit output value is the most important, the index of hydropower is the second, the proportion of direct discharge of wastewater and the total drainage are the third, the water for agriculture use of unit output value is the fourth, It makes a reference to regional water resources rational allocation, shows the definite social effects and practicable significance.
