欧盟实现低碳经济转型战略的政策手段和技术创新措施

摘　　要：欧盟是世界上向低碳经济转型较早的经济体,也是世界上首个实施区域内碳排放权交易制度的地区,而且采取直接投资、引导金融支持、加大人力资源配置等措施,推动低碳技术创新发展和普及应用,显著提升了其在低碳经济领域的国际竞争力。欧盟实施低碳经济转型战略的成功经验,对我国发展低碳经济,特别是尝试建立部分省份的区域内碳排放权交易制度具有重要的借鉴意义。EU is the prior economies in the world on transition to low carbon economy. She first implements the regional carbon emissions trading system, and adopts direct investment, financial support, and increases human resources and other measures to promote the strategy of energy technology plan, thus effectively promotes the EU＇s low-carbon technology innovation and wider application, significantly increases international competitiveness in low-carbon economy. The successful experience of EU on transition to a low carbon economy is useful for China＇s development of low carbon economy, especially for some provinces to establish the regional carbon emissions trading system.
