摘　　要：三江源区同我国东西部和流域上下游乃至全国都紧密联系在一起,生态环境建设的好坏直接影响着下游经济社会发展。从实践来看,三江源区生态环境建设价值补偿机制不合理是三江源区环境恶化的核心因素。在对三江源区生态环境建设现状及其存在问题进行分析的基础上,借鉴国外生态环境建设补偿制度的经验,通过建立三江源区生态环境价值体系理论及测算模型,对三江源区生态环境建设价值进行测算;立足于政府制度创新,对三江源区生态环境建设补偿制度进行的构建。旨在为清除不合理的三江源生态补偿机制和政策障碍提供参考。The Three Rivers District is closely linked with the Eastem and Western China and watershed upstream and downstream of the whole country, direct impact on the economic and social development of the downstream watershed. From a practical point of view, the loss of the Three Rivers Ecological Environment Construction valuation＇ estimation and the unreasonable of compensation mechanisms are core elements of the environmental degradation of Three Rivers District. This paper on the basis of analyzing the Three Rivers Ecological Environment Construction situation and problems of existing, learning from foreign eco-environmental construction experience of the compensation system, through establishing the value system of theoretical models about Three Rivers District and ecological value calculation model, estimates the valuation of the Three Rivers Ecological Environment Construction. At the same time, based on the system of government innovation, it builds on the compensation system of the Three Rivers Ecological Environment Construction. It is designed to provide a reference for the removal of unreasonable compensation mechanism of the Three Rivers District eco-environmental construction and policy barriers.
