摘　　要：运用公众参与理论分析水利水电工程移民参与存在的问题,从外部环境和移民自身2个方面指出了制约移民参与的关键因素是:制度不完善、信息不全、移民参与能力有限和政府支持不足。The existing problems in the resettlement participation in hydropower projects are analyzed by means of the public participation theory.The key restraining factors for the resettlement participation from perspectives of external environment and immigrants are put forward as follows: imperfect system,deficient information,immigrants' limited participation capability and insufficient governmental support.
