从行政推动到内源发展:当代中国农业农村发展的战略转型

摘　　要："十一五"时期,新农村建设上升为一项国家战略,农业农村的生产生活状态得到了较大改善。新农村建设以"多予"为核心,重视加强国家财政支农力度,优先供给农村基础设施和发展农村社会事业,突出了政府在农业现代化和农民市民化中的主导地位,具有典型的"行政推动"特征。这一发展战略可能会挤压"三农"发展空间,弱化农民的主体地位,从而未能实质性解决"三农"问题。当前我国正处于从"转型中国家"向"城市化国家"的过渡阶段,应以"内源发展"取代"行政推动"作为农业农村发展新战略。"内源发展"以"放活"为核心,优先消除阻碍"三农"发展的体制机制瓶颈,注重提升农民参与市场竞争、社会管理的能力,突出农民在农业农村发展中的主体地位,这是加强和改善国家调控和引导农业农村发展政策体系的必要选择。During the 11 th Five -- Year Plan period, the building of a new socialist countryside became a national strategy and successfully improved the livelihood of rural households. It focuses on ＂giving more＂, emphasizes the importance of fiscal reall0eation, and puts rural infrastructure construction and rural social policy building on top of its policy agenda. The building of a new socialist countryside has a strong flavor of state - led develop- ment, as the government played the leading rural in promoting modern agricultural development and urbanization or rural residents. However, a state - led development strategy squeezes the developmental space for agriculture and rural residents and weakens the status of rural residents. It is incapabie of promoting sustainable rural and agricultural development. In the transformation from a transition state to urbanized state, China should replace the state - led strategy with an endogenous development strategy. The new strategy emphasizes the importance of deregulation and capacity building. It not only calls for the elimination of institutions that obstruct rural and ag- ricultural development, but pays attention to the capacity of residents to participate in market competition and social governance. The new strategy highlights the role of rural residents and it is an unavoidable choice for Chi- na to promote its rural and agricultural development.
