摘　　要：围海造地工程是社会发展的趋势和需要,它在缓解发达地区土地短缺矛盾的同时促进了经济的发展。但我们却不能忽视在围海造地带来的光环之下,一批新的弱势群体同时产生———失海渔民。本文通过分析把握当前围海造地管理中对失海渔民进行利益补偿的现状,进一步探究解决失海渔民利益补偿问题的路径所在。要维护因围海造地而失海的渔民的基本权益,需以建立完善统一的利益补偿法规为保障,以建立多种长效的利益补偿方式为依托。Land reclamation project is a trend of social development~ it is not only a good way to help relieve the shortage of the land in developed area, but also an effective method to prompt the economic development. But we can not ignore that with the aura of land reclamation a new vulnerable group is coming into being the out--of--sea fishermen. This paper is intended to summarize the effective interest compensation mechanism, by analyzing the current situation of benefit compensation to the fishermen who lost the sea in the land reclamation management. It is necessary to estab- lish a single set of interests compensation regulations, and to create a variety of long--term interest compensation, so that the basic rights and interests of the fishermen who lost the sea could be further protected.
