摘　　要：从城市气候、城市地表径流量以及设计标准三个方面分析了城市化发展与内涝灾害的关系,并提出一些解决灾害的方法,如建立健全法律体制、倡导低影响开发建设等,为城市化发展过程中内涝灾害的防治提供参考。From the urban climate, the urban surface runoff and the design standard, the paper analyzes the relationship between the urbanization and water logging disasters, and points out some solutions, so as to provide some reference to prevent the water-logging disasters in urbanization process, including the establishment of complete legal system and advocating of development and construction with lower impact.
