摘　　要：主要研究费率调整对全公路网、不收费公路、高速公路及城市道路的交通影响。同时,以高速公路交通功能保障和基本服务水平为约束指标,提出与交通调节目标相对应的弹性收费方法和评价指标体系。最后,以上海市高速公路网流量调控的弹性收费方案为例进行评价。It presents the traffic impact on the road network when the highway rate is adjusted. Sustaining highway function and basic levels of service as constraint indicators, it proposes an flexible charging methods and an evaluation index system. Finally, taking Shanghai as the case it evaluates the flexible charging scheme for highway network flow control.
