摘  要:黄土高原千沟万壑,环境恶劣、生态脆弱,要实施开发大西北战略,实现秀美山川的宏伟目标,就要在加快黄土高原地区水土保持生态建设步伐过程中,大力推进以治沟骨干工程和淤地坝为主的沟道坝系工程建设,修复沟道生态,从整体上改善黄土高原地区的生态环境,治理黄河,加快退耕还林草步伐,调整土地利用结构,优化配置水土资源,促进经济社会的可持续发展。该地区共可建设治沟骨干工程21 000座,淤地坝 242 000座。There are too many gullies, per ecology and environment in the loess Plateau. We should energetically promote dam system construction with focus on key dams and warping dams in the progress of speeding up the pace of soil and water conservation and ecological construction in the Plateau region in other to implement Western China Development Strategy and reach the purpose of making beautiful rivers and mountains. Recovery of gully ecological environment will improve the ecological environment in whole loess Plateau, bring about benefit to the Yellow River, accelerate recovers of cultivated land by forest and grass, adjust land use structure, achieve optimal distribution of soil and water resources, and promote sustainable development of society and economy. Total 21 000 key dams and 242 000 warping dams may be built in the region.
