摘　　要：文中介绍了基于AIS技术的数字航标及通信管理终端研发的背景,阐述了研发该设备的必要性,设计了设备的总体技术方案,论证了AIS技术在航标领域应用的可行性,提出了设备仍存在的不足及改进方向。This paper introduces the background that why we design the equipment as the digital A-to-N and communication temainal based on MS technology. It also tells the necessiW to design this kind of facilities. A technology design frame is proposed. It concludes that it＇ s feasible to apply MS technology in the A-to-N management field. It points out the defects of the equipment and the ways to improve this system.
