摘　　要：科技报告政策是科技报告工作的法理依据和基础，本文首先从科技报告政策实质的分析人手，阐明了科技报告政策的战略地位；随后指出科技报告政策体系框架由政府科研采购政策、政府科技资产管理政策、科技报告知识产权政策、科技报告公开共享构成，并分别阐释了各项政策的内涵；最后，提出了中国科技报告共享服务中应开展的检索查新、全文授权、统计分析和主题挖掘等4种服务方式。Policies for scientific and technical reports is the basis for the work of scientific and technical reports. This paper firstly analyses the essence of the scientific and technical reports policy system; Then, it explains the connotation of the policies from four dimensions including government procurement, government science and technology assets, the property of scientific and technical reports and publicly sharing of scientific and technical reports ; Finaly, it points out there are many ways for the service and utilization of scientific and technical reports.
