摘　　要：美国《社区再投资法》是目前世界上唯一的一个旨在解决金融歧视、金融排斥,改善金融消费者金融服务可获性状况,对银行等金融机构的金融包容义务做出较为全面规定的法案。但此法案在实行的过程之中一直争议不断。应从自由与干预、公平与效率、规则与标准等多角度予以评析,并为中国相关立法提供借鉴。The U.S. ＂Community Reinvestment Act＂ is the only act which is designed to address the financial discrimination, financial exclusion and improve the availability status of the financial consumer financial services, banks and other financial institutions, financial inclusive obligation to make a more comprehensive provisions of the bill in the world. However, this bill has been controversial. We need to be evaluated from the angle of freedom and intervention, fairness and efficiency, rules and standards, and to draw useful insights.
