摘　　要：从世界能源发展的视角分析了全球能源结构变化趋势,指出,"煤为基础,多元发展"的方针是我国能源发展战略的必然选择。介绍了2013年以来全国煤炭经济运行态势,剖析了我国煤炭行业科学发展中面临的主要矛盾和问题。认为,只有坚持依靠科技进步,搭建煤炭科技协同创新平台,推进基础理论研究与关键技术攻关,推进煤炭科学开采和绿色开采示范工程建设,加强人才队伍建设,强化安全基础工作,提高煤矿职业健康水平,才能提高煤炭生产力总体水平,推动我国煤炭工业转型升级发展。From the view of the world energy development, the paper analyzed the variation tendency of the global energy structure and pointed out that the policy of ＂the diversified development base on the coal＂ is a necessary selection of Chi- na energy development strategy. The paper introduced the operation situation of the national coal economy since 2013 and ana- lyzed the main contradictions and problems faced to the scientific development of the coal industry in China. The paper held that the general level of the coal productive forces could be improved and the transformation and upgrading development of the coal industry in China could be promoted only with the firm relying on the science and technology progress, the coal sci- ence and technology coordinated with the innovation platform established, the promotion on the basic theoretical study and the key technology research, the promotion on the construction of the coal scientific mining and green mining demo projects, en- hanced building of talent team, the enhancement on the safety basic work and the improvement of the mine occupational health level.
