摘　　要：目的:采用2009-2010年模拟数据纵向评价新医改下浦东新区社区卫生服务机构的运营发展状况。方法:设计社区卫生服务机构运营评价指标体系,从全区共抽取10家社区卫生服务中心,计算各指标环比增速的加权平均值获得社区卫生服务机构运营发展指数。结果:浦东新区社区卫生服务机构效率发展指数均值最大(103.82),其次为满意度发展指数(101.93)和总量发展指数(101.45),总体运营发展指数达到104.60。结论:新区社区卫生机构整体运营发展态势良好,应进一步强化社区首诊实现基本诊疗服务下沉,同时改善满意程度。Objective： To evaluate longitudinally the operation development of community health service institutions in Pudong New Area from 2009 to 2010 under the new medical reform. Methods： Operational evaluation index system of community health service institutions was designed, and the development exponents were calculated by the weighted mean of chain relative ratio of each indicator, based on 10 selected community health centers. Results： The development exponents of total amount, efficiency, satisfaction and overall operation of community health centers were 101.45, 103.82, 101.93 and 104.60, respectively. Conclusion： The development trend of overall operation of community health centers in Pudong New Area was good. Great importance should be attached to strengthening the community＇s first diagnosis for the utilization of basic medical services, and be attached to the improvement of patients satisfaction and workers satisfaction.
