基于SWOT法的东北老工业基地低碳经济发展策略分析

摘　　要：为实现东北老工业基地低碳经济的全面发展,运用SWOT①分析方法,通过对东北老工业基地的内外优、劣势的分析,从区域角度论述了东北老工业基地低碳经济发展过程中面临的国家政策、国际合作、消费需求、知识经济外部机会及产业转移、机制规范、绩效考核、环保意识外部威胁等问题。以此为基础,提出开展国际合作、发展低碳农业、提高技术创新、培育低碳产业、利用清洁能源、增加碳汇储备、转变增长方式、强化机制规范、改革绩效考核、普及环保知识等战略措施,探寻符合东北老工业基地特点的低碳经济发展战略。To achieve comprehensive development of low-carbon economy in the northeast old industrial base, the paper location, natural employs the SWOT method, and analyzes internal strengths in industrial base, geographic resources, agricultural production and internal weaknesses in technical innovation, industrial structure, energy structure, growth pattern. The paper also discusses external opportunities in national policy, international cooperation, consumer demand, knowledge economy and external threats in industrial migration, mechanism specifications, performance reviews, environmental awareness in the development of low-carbon economy from a regional perspective. Based on this, the northeast old industrial base should carry out international cooperation, develop low-carbon agriculture, improve technical innovation, cultivate low-carbon industries, use clean energy, increase carbon sink, transform growth pattern, reinforce mechanism specifications, reform performance reviews and popularize environmental knowledge so that we can seek strategies of developing low-carbon economy conforming to inner characteristics.
