Fiscal Decentralization and Fiscal Expenditure Efficiency of Basic Education in Fujian Province——Based on DEA—Malmquist Index Analysis

摘　　要：本文基于DEA—Malmquist指数分析法,测算了福建省九地市的基础教育财政支出效率。随之构建2004-2010年九地市的面板数据,对基础教育财政支出效率的影响因素进行了分析,发现在当前体制下,地市政府即便财力充沛,也未必会加强对基础教育方面的投入,反而基础教育支出效率随财政分权度提升而下降。据此我们建议福建省应当实行适度的财政集权,将部分教育上的财政支出责任转移到省政府,同时财政资源应向相对落后的闽西北地区倾斜。In this article, we estimate nine cities ＇ fiscal expenditure efficiency of basic education in Fujian province based on DEA_Malmquist index analysis. Then we build panel data of nine cities from 2004 to 2010, therefore we can make analysis of the factors influencing the efficiency of public expenditure on educa- tion. The conclusion is that under the current regime j the local municipal government with wealthy financial resources will not necessarily strengthen investment in basic education. In addition to that, basic education spending efficiency decreases with the degree of fiscal decentralization enhance. Thus we suggest the Fujian province should implement a modest fiscal centralization, part of the educational expenditure responsibilities should be transferred to the provincial government. In the mean time, more financial resources should be invested to the relatively poor area--Northwestern Fujian.
