摘 要:水涝灾害在长江流域中下游地区易发多发,给农业生产带来严重影响。简要介绍了长江中下游地区涝区概况及涝灾形成原因。新修订的《长江流域综合规划》在沿用以往规划的基础上,新增了安徽沿江圩区治涝规划区和长江中游山丘治涝规划区。治理措施以工程措施(如修建排水渠、增加泵站装机)和非工程措施(如退田还湖、加强调度管理)相结合。规划到2020年,长江中下游平原区逐步形成"自排、调蓄、电排"相结合的治涝体系,全面达到10a一遇的治涝标准。The general situation and causes for water logging disasters in mid-lower Yangtze River area are introduced. Two water logging control areas, namely the water logging control area of riverside polders in Anhui Province and the water logging control area of hilly land in the mid-lower reaches are added in the newly revised Comprehensive Planning of Yangtze River Basin on the basis of the original edition. The control measures combine both engineering measures and non-engineering measures, the former includes building drainage ditches and increasing pumping capacity, the latter involves "returning farmland to lake" and strengthening operation management, etc. In the planning, by the year of 2020, the water logging control system of self-drainage, regulation and storage, electric drainage combined is formed in plain area of mid-lower Yangtze River.
