环首都经济圈一体化协调发展的区域管治研究

摘　　要：根据大都市区"区域管治"的思想,探讨环首都经济圈构建中的区域管治问题。从空间一体化演变、经济一体化整合和制度一体化保障三个层面深入解析环首都经济圈加快区域一体化进程,促进区域协调发展的区域管治模式和管治重点。研究表明,围绕河北周边地区融入区域一体化进程的路径,环首都经济圈应构建由多元利益主体协同参与区域协作性公共管理事务的区域管治模式。在此基础上,区域管治的重点要落实在城市空间分异格局的统一规划,基础设施空间网络化布局与建设,产业链对接的区域分工与协作,提升企业竞争力的区域软环境建设,省直管县到撤县设区的行政区划调整,区域协调管理创新与培育共同市场等方面。This paper studied on the issue of regional governance in the formation of Economic Circle around the Capital of China according to the idea of metropolitan ＂regional governance＂. From the spatial evolution; economic integration and institutional guarantee, this paper conducted a depth analysis on the model and key aspects of regional governance in Economic Circle around the Capital in order to speed up the process of regional integration and promote regional coordinated development. The results showed that： according to Hebei surrounding areas into the path of the process of regional integration, the model of regional governance should constructed by a multi-stakeholder collaborative participation in regional cooperative public management in Economic Circle around the Capital： On this basis, the implementation of regional governance measures are as follows, such as unified planning of the urban spatial differentiation patterns, space network layout and construction of infrastructure, the regional division of labor and collaboration based on industrial chain connection, the regional soft environment construction to enhance the competitiveness of enterprises, the adjustment of administrative division from province-administered county to turning county into district, innovations of regional coordination and management and cultivation of common market and so on.
