群众自主式土地整治模式及其效应研究——以新疆玛纳斯县三岔坪村为例

摘　　要：根据对新疆玛纳斯县三岔坪村"互换并地"工作的实际调研,采用实地调查法、文献综合法、总结归纳法、案例研究法,探究"互换并地"群众自主式土地整治模式。结果表明:①玛纳斯县人均耕地比较多,但存在严重的破碎化;②耕地破碎化有自然因素造成的,但更多是由于包产到户时绝对平均分配土地造成的;③三岔坪村互换并地工作是农民自发、自愿、自主开展的土地整治,农民自始至终是该项工作的主角,这充分体现了土地整治中的公众参与;④互换并地是未来土地流转的基础,二者一前一后,互为补充,都是实现适度规模经营的有效途径;⑤互换并地可以增加耕地面积,提升耕地质量,促进高标准基本农田建设,大大降低土地投入、增加农民收入,有利于机械化的应用、提高耕作效率,有利于农业科技的推广,有利于播种、机耕、灌溉、施肥、打药等田间管理。研究结论:互换并地是破解耕地细碎化、促进耕地集中连片、扩大农户耕地经营规模、实现适度规模经营的有效途径。According to the field survey of ＂land interchanged and merged＂ in San Chaping village,Ma Nasi county, Xinjiang,this paper explore the pattern of land consolidation,that is to say,＂land interchanged and merged＂. In this paper methods of the field survey, the literature synthesis, summarization and induction and case study are employed.This paper makes a study of the state of cultivated land fragmentation,the reasons which cause cultivated land fragmentation, the problem of cultivated land fragmentation, the way to break cultivated land fragmentation＂land interchanged and merged＂ and it＇ s principle and procedures, and the significance of ＂land interchanged and merged＂ .The results show that： The per capita cultivated land in Ma Nasi cotmty is relatively more, but there are serious fragmentation; The fragmentation of cultivated land is partially caused by natural factors, but the main reason is absolute and equal distribution of land; （~） The farmers voluntary and independently carry out ＂land interchanged and merged＂ in San Chaping village and from beginning to end ,farmers is the leading role of the work, which fully embodies public participation in land consolidation; （~） ＂Land interchanged and merged＂ is the foundation of future land transfer and they are in tandem, Complemented each other and effective ways to realize the moderate large-scale management; ＂Land interchanged and merged＂ can increase the area of cultivated land, greatly reduce investment of land management and enhance farmers＇ income; ＂Land interchanged and merged＂ can improve the quality of cultivated land, and promote the construction of well facilitied farmland; ＂Land interchanged and merged＂ make for mechanized applications and is beneficial to the promotion of agricultural science and technology; ＂Land interchanged and merged＂ is conductive to sowing, machine-cultivated, irrigation, fertilization, spraying insecticide and other field management.
