摘 要:综合配套改革是国家赋予天津滨海新区的最大政策,土地管理制度、城乡规划管理体制等一系列重大改革举措为新区形成节约集约用地新格局、促进城乡一体化发展提供了强大动力和制度保障。这些改革做法和经验对于地处毗邻的农村区县而言,改革对象具有针对性,改革内容具有典型性,改革成果具有适用性,通过借势改革可以为自身赢取更广阔的发展空间。在联动改革的路径选择上,农村区县不仅可以有选择的引进新区土地、城乡领域的改革成果为己所用,还可以结合自身实际争取成为新区相关改革的试验田,获取直接的改革利益。Comprehensive supporting reform policy is the most useful policy in Binhai New District of Tianjin.A series of important measures in land and urban-rural reform provided powerful motive force and system guarantee to intensive land use and integrated urban-rural development in Binhai New District.The reform experience and practice can help nearby rural counties districts gain vaster development space because of targeted reform objects,typical reform contents and applicable reform achievements.In choice of specific methods of coordinated reform,rural counties districts can selectively introduce and refer to the land counties and urban-rural reform fruits in Binhai New District.Otherwise,rural counties districts can also try to be the test fields in relevant reform experiments and seek the direct interest of reform.
