摘　　要：公民网络参与是信息时代实现城市善治目标的必然选择,而公民网络参与的发展有赖于城市善治目标的逐步实现,主要体现为:透明性是公民网络参与发展的前提,回应性是公民网络参与发展的关键,有效性搭建了公民网络参与发展的平台,法治性提供了公民网络参与发展的保障。Public network participation is an inevitable choice to achieve good governance of urban areas in the information age.Its development relies on the phased implementation of objectives of good urban governance,which is characterized as follows: transparency is the premise for the development of public network participation;responsiveness is the key;effectiveness serves as the platform,and legitimacy provides safeguard.
