摘　　要：为适应城市居民卫生需求和城市卫生服务体系改革的需求,天津市卫生局在调研基础上明确了城市社区卫生服务的发展方向,通过实践,创建了符合当地实际的社区卫生服务新模式。For deepening the reform of urban health services system, community health services are expected to be substantially developed through measures: coordinate the efforts of managerial departments and voluntary organizations and improve communications among all those who care for those who are ill, to increase community self reliance; explore new methods of delivering family care , or experiments with new mixes or types of health professionals that may improve the availability of the kinds of services usually provided by physicians; look for programes aimed at developing a better geographic balance of health facilities and personnel to meet the needs of areas currently lacking one or both of these necessary resources; improve the qual-itatitive performance in provision of technically proper treatment, and sensible preventive health services.
