摘　　要：立足我国的国情、矿情,分析了目前矿产资源开发利用过程中存在的主要问题,对矿产资源节约与综合利用工作进行了回顾,提出矿产资源节约与综合利用是实现以资源可持续利用促进经济社会可持续发展的关键,并形成以"税费调节、标准规范、激励约束、示范引领"为主要思路的矿产资源节约与综合利用长效机制初步构想。In this paper,based on China’s national conditions and mining conditions,the main problems existing in current utilization of mineral resources are analyzed.And the mineral resources saving and comprehensive utilization work is reviewed.The mineral resources saving and comprehensive utilization is the key to realize economic and social development sustainably.Also,formation of ＂tax regulation,standard,incentive and constraint,demonstration and guiding ＂ as the main idea for mineral resource saving and comprehensive utilization for a long-term mechanism is pointed out.
