摘 要:从标准的分类构成、综合性、系统性、可操作性、先进性等方面,分析了我国与俄罗斯管道运行技术标准的现状及差异。俄罗斯管道标准分级较为混乱,行业标准转化为国家标准或组织规范尚需一定时间。俄罗斯管道运营技术标准在综合性、系统性方面比我国标准成熟,标准内容丰富,使用方便,可操作性强,但是,俄罗斯标准更新较慢,未将完整性等先进管理理念纳入标准体系。相对而言,我国标准在分类构成和先进性等方面优于俄罗斯标准。建议借鉴俄罗斯标准,重点学习其完善的编写程序和较高的编写水平。The applied situation and the differences between China and Russia standards in operation technology of oil and gas pipelines are analyzed in term of classification composition, comprehensiveness, systematization, practicality and advancement. The pipeline standard classification is in a state of confusion in Russia, and industry standards transformation into national standards or organizational codes still needs a certain period of time, however, the technical standards of pipeline operation in Russia are more mature than that in China in term of comprehensiveness and systematization. Russian standards have advantages of rich content, simple in use and strong operability, but their update is slower, and do not include advanced management concepts, such as integrity management into the standard system. Comparatively speaking, Chinese standards are better than Russian standards in classification composition and advancement. Referencing Russian standards, it is important to learn its perfect compilation program and higher compilation level.
