摘 要:分析了小浪底水库运用以来黄河调水调沙运用效果及出现的新情况,从充分发挥调水调沙水流输沙效率出发,研究提出了黄河调水调沙调控指标,即调控流量为2 500~4 000m3/s,洪水历时不小于6d,汛前调水调沙洪水峰型宜采用矩形峰,在调水调沙水量充足的条件下,调控流量在保障下游滩区安全的前提下取大值;根据当前小浪底水库所处的运用阶段和水沙调控运用的要求,提出小浪底水库调控目标应转向水库适度拦调泥沙,尽可能长期维持黄河下游4 000m3/s左右中水河槽,调水调沙运用应综合考虑小浪底库区淤积和下游河道主槽过流能力变化等因素,选用适宜的调水调沙运用模式。The applying effect of the Yellow River water and sediment regulation after the operation of Xiaolangdi Reservoir was analyzed, and the new questions were discussed. To enhance the sediment transport rate of water and sediment regulation, the regulation index was proposed and the flood process should be regulated with the flood peak between 2 500 -4 000 m3/s and the flood process needed to keep at least 6 d. The flood dis- charge process of water and sediment regulation should adopt the shape of "rectangular wave" and the discharge value should be larger under the promise of floodplain safety. According to the current application stage and the utilization requirements of Xiaolangdi Reservoir, the water and sedi- ment regulation goal of Xiaolangdi Reservoir should be changed to prevent sediment at a moderate level so as to keep the flow capacity of the lower the Yellow River' s main channel at 4 000 m3/s as long as possible. The suitable utilization mode of water and sediment regulation should take into consideration the deposition of Xiaolangdi Reservoir and the change of the flow capacity in lower Yellow River and other factors.
