防洪保护区界定方法分析

摘　　要：针对防洪保护区保护范围、防洪标准、保护对象等界定中存在的问题,引入防洪闭合圈、防洪保护区受益范围的概念,研究了不同类型防洪保护区的界定方法。根据地形地貌和水利工程设施分布特点,提出将防洪保护区划分为平原防洪保护区、丘陵山区防洪保护区和沿海防洪保护区3种类型,分析了3类防洪保护区的特点,拟定了不同的界定方法:①平原防洪保护区应先界定防洪标准高、保护范围大的重要防洪工程防洪保护区,位于重要防洪工程防洪保护区内的其他防洪工程不再界定防洪保护区;②丘陵山区防洪保护区应先界定防洪标准较低的堤防防洪保护区,再界定防洪标准较高的堤防防洪保护区,位于已界定防洪保护区内的其他堤防不再界定防洪保护区,由不同防洪标准堤防组成的上、下游防洪保护区的界定,应考虑不同防洪标准堤防之间的影响;③沿海防洪保护区应先界定海堤工程的防洪保护区,位于海堤工程防洪保护区内的堤防工程不再界定防洪保护区,由不同防潮标准海堤组成的防洪保护区,把防潮标准最低的海堤工程对应频率的防潮标准作为界定依据。According to the problems in defining a flood control protected area scope of protection, flood control standard and the protected object, the paper introduced the concept of flood protected area closed, benefit coverage of flood control protection area, and studied on the different types of flood protected area definition method. Based on landform and distribution of water conservancy project, flood control protected area can be divid- ed into flood control protected area of plain,hills and coastal. The paper analyzed the characteristic of three types flood control protected area, and for three types of flood control protected area drawn up different ways to define ： 1 ） In plain flood control protected area we should firstly define the important engineering flood protected area that the flood control standard is high and protection range is large. The other flood control project which is located in an important engineering flood protected area is no longer defined flood control protected area. 2）In hills flood control protected area we should firstly define the flood control protected area of lower flood control standard of embankment, secondly define the flood control protected area of higher flood control standard of embankment. The other embankment flood control protected area which is located in a defined flood control protected area is no longer defined. For the definition method of flood control protected area composed of different standard of flood control embank- ment, we should consider the effect between different standard of flood control embankment. 3 ） In coastal flood control protected area we should firstly define the flood control protected area of seawall engineering. The other embankment flood control protected area which is located in a defined coastal flood control protected area is no longer defined. The definition method of flood control protection area composed of different standard of flood control seawall engineering should be based on the lowest moisture standard seawall engine
