城乡客运一体化发展水平评价体系及应用研究

摘　　要：为促进社会主义新农村建设,准确客观的把握城乡客运一体化进程,从路网设施、运营服务、硬件装备、交通安全、客运管理等方面,设置了双层评价指标体系,明确了城乡客运一体化发展水平评价要素.运用模糊综合评价模型,采用定性与定量相结合的方法,建立了城乡客运一体化发展水平评价指标体系,并结合重庆部分地区城乡客运发展情况,验证了该套方法的有效性.评价结果显示,重庆在新区建设中,重视对城乡客运一体化水平的发展;在建成区中,应进一步提高客运一体化运营水平和服务质量.In order to promote the development of socialist new rural area and the progress of urban and rural passenger transport integration precisely and objectively,this paper sets up a double evaluation index system from such five aspects as network facilities, operation service, hardware equipment, traffic safety and passenger management. It defines the evaluation fac- tors of the development level of urban and rural passenger transport integration. According to fuzzy comprehensive evaluation model, it also with the qualitative and quantitative analysis method establishes the assessment system for the development level of urban and rural pas- senger transport integration. The validity has been proven by example of Chongqing in urban and rural passenger transport development. The results show that Chongqing lays an empha- sis on the development of urban and rural passenger transport integration in building area. It certainly improves the level of passenger transport integration and service quality in built area.
