摘　　要：对改革开放以来中央政府在区际产业转移中的行为体现进行概括和梳理,认为中央政府行为主要包括国家战略、国家政策和制度安排,其相应的传导机制为:通过西部大开发、振兴东北和中部崛起等战略使地方政府和企业做出相应行动;通过财政、产业、投资、税收、金融、土地等政策鼓励地方政府和各种企业参与行动;对地方政府采取计划机制、对企业采取市场机制、对园区采取市场为主计划为辅的机制等制度安排促进产业转移。Through making a pectination to Central Government behavior in the regional industry relocation since reform and opening-up,the paper generalizes the behaviors of Central Government as national strategies,public policies,institutional arrangements,and their transmission mechanisms are as follows： Local governments and enterprises make actions according to strategies of Western Development,Rejuvenation of the Old Northeast Industrial Bases,Rise of Central China;Encourage local governments and enterprises to participate in actions through policies of fi nance,industry,investment,tax and land;Facilitate industrial relocation by planned mechanism for local government,market mechanism for enterprises,and both mechanisms for Industrial Transfer Park.
