摘　　要：可持续是新农保的生命力之魂。新农保实证调查的数据显示:新农保养老金待遇低,保基本实现难;广覆盖重"普"轻"惠",持续难;有弹性力度小,激励难,新农保可持续性堪忧。新农保试点要贯彻落实科学发展观,以民为本,实现真正的、可持续的"老有所养"。Sustainability is the soul of the vitality of the new rural endowment insurance.The data of empirical investigation show that the pension of the new rural endowment insurance is low and that it is difficult to secure basic living;wide coverage policy pays more attention to＂quantity＂ than to ＂quality＂ and sustainability is hard to realize;the flexibility policy is not powerful enough to motive farmers and the sustainability of the new rural endowment insurance is worrying.The pilot project on the new rural endowment insurance should implement the scientific outlook on development,and give prominence to the people,and finally achieve real and sustainable ＂sense of security＂.
