摘　　要：通过回顾开发区发展的历程和国家宏观战略走势不难发现,当今开发区生存与发展的政策环境、体制环境、产业环境以及国内外经济环境都已经发生了重大变化。各地开发区,特别是山东西部开发区正面临着经济转型、产业升级和体制改革等方面严峻挑战。深刻把握国家宏观政策走向和经济社会发展的新特点与新趋势,充分认识自身问题与制约因素,在积极借鉴先进经验的基础上,创新发展理念、理清发展思路,采取有效措施加快经济转型,是山东西部开发区的必然选择。By retrospecting the development process of the Development Zones and trends of China macro strategy, this paper argues that the factors such as the policy, system, industry, and economy, both domestic and abroad, have undergone great changes, which affects the development of the Development Zones. Thus the Development Zones and those in the Western Shandong Province in particular, meet severe challenge in economic transformation, industrial upgrade and structural reform. Through profound comprehension of the national macro policy orientation and new social and economic development trends, It is an inevitable choice for the Development Zones in the Western Shandong Province to learn and make use of the advanced experience, develop an innovative concept, clear the train of thought, and take effective measures to accelerate their economic transformation.
