“大国资”视野下国有资产监管体制的改革与创新

摘　　要："大国资"是指各级国资系统树立一盘棋、一家人的理念,形成国资监管大格局。在这个理念的指导下,我国国有资产监管的组织体系逐步建立。但也暴露出许多与之不适应的问题,如监管体制的不顺畅、法律依据的不健全、上级国资委对下级国资委监督不力等。因此,必须根据"大国资"理念的要求,进一步推动国有资产监管体制的改革,明确国资委的定位,建立国资委系统的协同监管机制,完善国有资产监管的法律制度体系,健全国有资产监管组织体系。The ＂large state-owned system＂ refers to the pattern of formation of supervision including all levels of state-owned system with the concept of a whole game and a whole family.Under the guidance of this concept,the organizational system of China＇s state-owned assets supervision gradually established.But it also exposed many problems,such as the regulatory regime is not smooth,not sound legal basis for higher SASAC ineffective subordinate SASAC supervision.Therefore,it must be in accordance with the requirements of the ＂large state-owned system＂ concept,to further promote the reform of state-owned assets supervision and management system,a clear positioning of the SASAC,the establishment of a the SAC system of collaborative regulatory mechanism,improve the legal system of the state-owned assets supervision system,and improve the organization of state-owned assets supervision systems.
