摘　　要：1946年3月,英国驻苏联临时代办罗伯茨向英国外交部发回三封电报,旨在阐释二战后英、苏关系之状况。他分析苏联对外政策及其思想基础,并提出了对苏政策的核心建议。这三封电报被称为弗兰克·罗伯茨报告。该报告显示了罗伯茨堪比乔治·凯南的战略眼光与分析能力,对战后英国对苏政策的制定起到了重要影响。At the end of World War Ⅱ,the discrepancy between the Soviet Union and its wartime allies became more and more acute.Given this,how to deal with the Soviets was a necessary but tough task than before since the West was baffled by the confusing foreign policy of the Soviet Union.At British government＇s instance,chargé d＇affaires Frank Roberts sent from Moscow to his home government three long telegrams in March,1948.The analyses presented were focused upon the currency of Anglo-Russian relations in general,the basis of the present Soviet foreign policy towards Britain and the actions that should be taken by London accordingly.The dispatches demonstrated the balanced strategic vision and analytical capabilities of Frank Roberts who was deemed to play a significant role in British policy-making towards the USSR of that time.
