摘　　要：公共借阅权是指版权人因其作品在图书馆等公共机构被免费利用而享有补偿金的权利。分析公共借阅权制度对版权人、书商、图书馆和读者等不同利益群体产生的影响,认为公共借阅权制度虽然有可能对图书馆和读者产生不利影响,但在总体上有利于作品的生产、传播和利用,促进本国文化事业和文化产业的发展。Public Lending Right （PLR） is the right of copyright owners to receive payment for free public use of their works in libraries and other public institutions. This paper analyzes the impacts of PLR system to vari- ous interest groups such as copyright owners, booksellers, libraries and readers. It finds that PLR system possi- bly brings some negative impacts to the libraries and readers, but in general it is beneficial to production, dis- semination and utilization of works, which leads to promote the development of the national culture undertakings and cultural industry.
