我国发展具有区域特色的竞技体育人才政策评析——以《辽宁竞技体育人才培养办法》为例  

Analysis about the Development Policy of the Regional Sports Athletes in Our Country: A Case Study on the Way of Cultivating Sports Athletes in Liaoning Province

摘　　要：运用文献资料、逻辑分析等研究方法,考察近年来我国及各省区颁布的有关竞技体育人才法规,分析我国不同时期、不同地域竞技体育人才政策差异,重点结合《辽宁竞技体育人才培养办法》对我国实现竞技体育可持续发展过程中发挥区域优势,提升地方竞技体育人才竞争力进行研究。认为在国家统一规划下,发展与本地区社会、经济水平相适应、相协调的具有区域特色的竞技体育人才发展道路已成为全社会的共识。在新的历史条件下辽宁将竞技体育人才培养纳入辽宁省国民经济和社会发展规划,必将有效调动地方积极性,充分发挥区域优势,在竞技体育人才培养政策方面取得突破并体现辽宁自身优势及特色。建议辽宁竞技体育人才培养政策应在发挥高等院校体育科研优势、重视全民健身运动、合理分配体育资源,完善体育项目布局方面进一步提高与改善。By means of documentary material, logical analysis and so on, surveying the issued regulations on Sports Ath- letes in our country and each province in recent years, and analyzing the policy difference of Sports Athletes at different a- ges and different regions. The essay aims to research the adjustment of regional advantages and the improvement of compe- tence of the local Sports Athletes in sustainable development of Athletics Sports of our country, with relating to The Way of Cultivating Sports Athletes in Liaoning Province. Opinion ： It has been the common view of the whole society that, under the unified State plan, we should develop the way of cultivating the regional specialty in Sports Athletes compatible with the level of local society and economic. In the new historical situation, Liaoning province integrates the training of Sports Athletes in its plan for national economic and social development, which can bring into full play the initiative and regional advantages of the local authorities, and show itself characteristics and advantages with breakthroughs in the cultivation of Sports Athletes. Suggestion： The policy on the training of Sports Athletes in Liaoning province should be improved in sev- eral sides, such as exploit the advantages of higher academy sports scientific research, attach importance to the nationwide fitness campaign ,justly distribute the sports resources and develop sports layout.
