知识管理在政府应急管理中的应用研究

摘　　要：通过对政府应急管理的现状、存在问题及成因的分析,结合国内外的理论和实践成果,讨论了知识管理理念与方法在政府应急管理中的作用,主张将知识管理的"K9知识链"与"PSCA闭环"在政府应急管理中进行应用,构建一种基于知识管理的应急管理信息系统模型。这种模型采用知识流理论,分别建立面对政府部门人员、面对专家人员、面对非政府组织应急响应人员和面向公众等普通用户的四个子系统,并对如何运用知识管理来提高政府应急管理能力与水平,提出了对策建议。Employing knowledge management（KM） theory is a new idea in the study of government emergency management（EM）.Based on an analysis of the current situation of government emergency management,including problems and causes,this paper explores the application of knowledge management to government emergency management.Using the ＂Knowledge Chain 9＂ and ＂PSCA Cycle＂ theories,this paper establishes an emergency management system model consisting of four subsystems respectively for government officials,experts,NGOs and the public.Some suggestions on the effective application of knowledge management are offered to improve the capability and level of government emergency management.
