镇驻地土地集约利用评价研究——以胶州市胶北镇为例

摘　　要：评价镇驻地土地集约利用水平对挖掘存量土地潜力、促进土地集约利用及建立资源节约型社会具有重要意义。本研究采用极限条件法和多因素综合评价法、分功能区进行了胶北镇驻地土地集约利用评价。结果表明:①胶北镇驻地未利用土地和低度利用土地1408314 m2,占总面积的35.53%,总体集约利用水平较低,集约利用潜力较大。②不同用地类型集约利用水平不同,其中工矿仓储用地集约利用水平最低。今后应加强镇驻地建设用地整治,充分利用空闲地,盘活闲置宅基地,促进未利用工业用地投入使用,提高土地集约利用水平;制定闲置土地收费制度和宅基地流转、退出及配套政策等有关制度和政策,促进土地集约利用。Evaluation of town land intensive use level has important meaning for excavating stock land potential, promoting land intensive use and building a resource conserving society. In the study, land intensive use level of Jiaobei town resident was evaluated in every functional area with the limit conditions method and muhifactor com- prehensive evaluation method. The result showed： 1 ） The area of unused land and low intensive use land was 1408314 m2, which took up 35.53% of total area and general intensive use level was low, and the land intensive potential was big. 2） The intensive use level of different types land was different. Among them the level of the mining warehouse land intensive use was the lowest. In the future, the government should strengthen construction land consolidation of town resident, make full use of the idle land, revitalize the idle homestead, promote the un- used industrial land be put into used, and improve the level of land intensive use. The government should also set up the charging system for the idle land, homestead circulation, quit and supporting policies, and other relat- ed system and policy to promote the land intensive use.
