城乡发展一体化目标下的农村土地制度创新思考

摘　　要：研究目的:针对城乡发展一体化战略目标,探讨农村土地制度改革与创新对策。研究方法:综合分析法。研究结果:城乡发展一体化对农村土地资源的供给需求主要表现在三个方面:不断提高粮食等主要农产品供给保障能力,为城镇化、工业化、新农村建设提供必要的建设用地保障,为城乡居民的生活与生产提供良好的生态环境保障。研究结论:针对当前制约城乡发展一体化的农村土地主要问题,提出从以下几个方面进行农村土地制度创新:(1)完善强农惠农方式,优化耕地流转环境,为现代农业建设提供良好的土地条件;(2)改革农村建设用地使用制度,提升节约集约利用水平;(3)改革土地征收制度,完善城镇化土地资源的配置机制;(4)完善土地利用总体规划机制,真正发挥区域土地利用的宏观管制作用;(5)创新农村土地整治机制,推进城乡一体化的土地综合整治。The purpose of this paper is to explore the rural-land institutional reform and innovation for the strategic goal of the integrated urban and rural development. Research method of comprehensive analysis was employed. The results showed that the demands on rural land for integrated urban and rural development mainly include three aspects, i.e., 1） improving the supply ability of grain and other major agricultural products, 2） providing the necessary land for urbanization, industrialization and new rural construction, and 3） providing a good ecological environment for the production and living of urban and rural residents. The conclusion is that some rural land system innovation should be carried out according to the rural land main problems in the integrated urban and rural development, such as 1） ameliorating agricultural support policy and providing qualified land condition for modem agriculture; 2） reforming the rural construction land use system and enhancing the level and improving land resources allocation mechanism for of intensive utilization; 3） reforming land expropriation system urbanization; 4） improving land utilization overall planning mechanism and making sure the role of macro control of regional land use; 5） the innovation of rural land mechanism and promoting integrated consolidation of urban and rural land.
