美国亚太联盟体系与中国周边战略

摘　　要：奥巴马执政以来,面对中国崛起的势头,美国推出了重返亚太的战略,追求战略上的再平衡。这一政策举动实际上是通过在安全与经济两条同步进行的路径推进的。一方面,美国强化了亚太地区既有的联盟体系,加强在中国周边的军事存在和军事部署;另一方面,美国通过加强与中国周边国家的经济联系,以推广经济规则的形式增强对这一地区经济事务的主导,最突出的举措就是通过推动建立《跨太平洋伙伴关系协议》,加强与这一地区国家间的经济联系。这一系列的举措具有重要的政治经济含义。学术界分别从国际关系和国际经济的视角对这一问题进行了分析,并得出了内容相近的结论。从国际政治经济学的研究视角出发,立足于联盟经济理论,对美国亚太联盟体系中的安全事务与经济合作进行研究后发现,随着美国联盟体系安全效果的增强,其所发挥出的联盟经济效果也愈发明显,这对于中国与周边国家关系稳定发挥重要作用的经济联系实际上形成了潜在的挑战和冲击。这种经济上的挑战和冲击与安全上的挑战和冲击相比,其表现虽不甚明显,但是它的影响和冲击恐怕会更深入持久。因此,我们应通过安全与经济相结合的分析路径全面审视中国的周边战略,提出有针对性的对策意见。After Obama came into power,he put forward a new Asia-Pacific strategy named 'return to Pacific'.This policy not only consolidates the U.S.alliance in this area,but also strengthens the relationships among this area through the TransPacific Strategic Economic Partnership Agreement(TPP),which aims to contain the rise of China.Many scholars have analyzed this issue from the perspective of international relations and international economy.In this article,from the perspective of international political economy,based on alliance economy,the author argues that along with growing security effect of the U.S.alliance system,the economic effect has also become increasingly prominent,which would pose potential challenges to China’s economic ties with neighboring countries which has played a positive role in China’s neighboring strategy.Such economic challenges and impact are more dangerous and long-lasting than that in the security field,though not as obvious as the latter.Finally,the author suggests that China should make countermeasure strategy based on political economic analysis of the U.S.alliance system.
