摘　　要："巧实力"是硬实力和软实力巧妙结合所形成的一种合力效应,我国海洋开发要实现科学发展、和谐发展,必须努力做好硬实力、软实力的有效整合和综合转化,特别是要处理好海洋经济与海洋文化的关系,以促成海洋开发的"巧实力"的形成。为此,必须合理建构海洋开发的物质根基,大力发展海洋经济;着力提升海洋文化内涵;实现海洋经济与海洋文化发展的良性互动。＂Smart power＂ is a unique synergy of hard power and soft power. If we want to achieve scientific and harmonious development in China＇s marine development, we must strive to realize effective integration and transformation between hard power and soft power, and in particular, to handle well the relationship between marine economy and marine culture, in order to contribute to the formation of ＂smart power＂ in marine, development. Therefore, we must reasonably construct the material foundation of marine development, develop vigorously marine economy, cultivate marine cultural connotation and integrate all resources of marine economy and culture.
