浅议西部开发中的宏观经济管理创新

摘　　要：任何国家开发欠发达地区 ,都需要国家的宏观管理。在新形势下 ,我国开发西部 ,宏观经济管理应有新观念 ,即新的规划观念、市场观念、资源观念和发展观念 ;应有新思路 ,即市场机制和政府干预有机结合 ,突破“瓶颈” ,依次推进 ,既要国家扶持 ,又要自力更生 ,发展科技文化 ,并加强法治 ,以促进社会全面进步 ;应有新举措 ,即深化改革 ,严格管理 ,配套实施财政、金融政策 ,建设知识创新基地 ,加强地方政府自身管理。只有如此 ,才能顺利实施开发战略 。Any country needs macroscopic economic management, if she want to develop up her undeveloped area. Under new situation, China should has new concept in macroscopic economic management when she develops up the West,i.e. the new planning concept、market concept、natural resources concept、development concept; should has new train of thought, i.e. market mechanism organically integrate with government interference, both needs goverment support and self-reliance, develops science and technology and culture, enforces rule by law so as to promote social all-round porgress; Should has new behare, i.e. deepens the reform, strict management, forms a complete set for realizing public finance and finance policy,to construct knowledge innovation base, enforces self-administration of local government. Only by so doing, we can realize developing strategy smoothly and promote regional economic coordinative development.
