摘　　要：分析了地方政府收费管理的失控现状 ,比较了中国与发达市场经济国家收费体制的特征 ;提出了我国收费制度改革的基本思路及政策选择。In this paper the author analyses the status quo of losing control of collecting fees by local government,compares the character of collecting fee system between China and developed market economy countries,put forward the basic train of thought and police choice concerning the reform of collecting fee system of our country.
