摘　　要：系统地阐述了将制度链接到流程去执行的理念和方法,以政府部门建立质量管理体系为例进行了从制度分析到流程设计方法论的实证分析,并进而对将制度链接到流程去执行的载体—信息化应用平台的顶层设计与应用架构的规划进行了分析与建模,以期为政府部门建立质量管理体系、将制度链接到流程去执行提供一种过程方法和技术路线.This paper has systematically elaborated the theory and method of Linking Institution with Process for Implement, and also analyzed the methodology from institution analysis to process designs for instance as the quality management system in the government departments. It has gone a step further that the top designs and application frame plan for the informationizational platform which is the carrying system to Link Institution with Process for Implement. This methodology also provides a course method and a technological route for establishing the government department＇s quality management system and linking Institution with Process for Implement.
