摘　　要：本文以深圳市法定图则十余年实践经验中的得与失为背景,分析当前控规所处的外部环境的变迁,提出深圳市城市发展单元规划。在系统介绍其概念、内容、特征、定位、编制和审批以及实施的基础上,分析比对发现综合统筹、多方参与、过程开放、富有弹性和面向实施是发展单元规划相比法定图则的优势所在,并梳理了发展单元规划在目前的实践过程中存在的几个重要问题,在此基础上提出了改进的意见和建议。This paper comes from over 10 years＇ Statutory Plan of Shenzhen,analyses the changes of external environment which Regulatory Detailed Planning has to face,and puts forward Urban Development Unit Planning.It is a new comprehensive implementation-oriented planning,which is characterized by integrated,multilateral,open-ended,flexible and implementable.Finally,it is concluded that exploration of Urban Development Unit Planning in Shenzhen is meaningful to the improvement of Regulatory Detailed Planning.
