摘　　要：演习效果评估的结论将对各级决策产生重大影响。为准确把握海军演习作战效能和训练绩效,采用军事系统分析方法结合层次分析思路,通过系统论与还原论相结合的方式提出了演习效果评估指导模式,以效能结构要素分解为基础提出了指标体系构建指导模式。在此基础上,提出了指标权重确定算法、指标标准化处理模型、聚合模型等效能量化关键技术。经大范围实际应用表明,该方法体系科学性高、可操作性强,具有重大军事应用价值和推广前景。Navy exercise effects evaluation results will have a great influence on the decision making of leaders. In order to get navy combat effectiveness and training results, the exercise effects evaluation guiding mode is put forward based on the military systematic analysis method and analytic hierarchy process （AHP） ; the indicator system funding guiding mode is put forward based on the decomposition of an effec liveness framework; the index weights calculation method, the standardization process method and the com- bination method of index are also put forward. The real application shows that these methods have greatmii itary application values.
