国内污染密集型产业区际转移路径及引申——基于2000—2011年相关工业产品产量面板数据

摘　　要：本文通过对2000—2011年国内污染密集型产业相关工业产品产量面板数据的研究,揭示国内东、中、西及东北四大区域污染密集型产业的转移路径。从全国整体来看,西部地区成为污染密集型产业的净转入区。转入的主要是资源和能源类产业,无产业转出。东北地区成为污染密集型产业的净转出区。除水泥外,所有污染密集型产业均向区外转移。东、中部地区成为污染密集型产业的选择性转移区。东部地区一方面转入钢铁等产业,一方面转出化工等产业;而中部地区一方面转入部分化工产业,一方面转出能源产业等。建议从国家层面对西部污染产业转移以及东北工业振兴予以高度重视,并从承接地的环境承载力、工业区位因素以及污染排放控制技术三方面统筹国内污染密集型产业转移。Through the study on the panel date of the output of the related industrial products of domestic pollution - intensive industries over the 2000 - 2011 period, this paper reveals the transfer path of pollution - intensive industries at the east, middle, west and north - east regions at home. From the nationwide view, the west region becomes the net inflow area of pollution - in- tensive industries which mainly include resource and energy. The north - east region becomes the net outflow area of pollution - intensive industries. In addition to cement industry, all pollution - intensive industries transfer outside the original region. The east and middle areas become the alternative regions for the inflow of pollution - intensive industries. On one hand, the east region absorbs the industries like iron and steel industry. On the other hand, it transfers the industries like the chemical industry out. As for the middle region, it absorbs some chemical industries while transfers some energy industries out. The paper suggests that the state should pay much attention to the transfer of pollution - intensive industries to the west region as well as the rising of industry at the north -east region, and consider the problem from three aspects, environmental carrying capacity, industrial location factors, and pollution emission control technology.
