摘　　要：欧元区危机爆发后,为了降低赤字和偿还公共债务,欧盟成员国大范围削减预算。但是,由于受欧盟条约全体一致规则的束缚,欧盟行动存在内在的障碍。因此,欧盟不仅需要寻求建立更具增长导向的经济治理模式,完善金融市场监管,促进经济增长,而且要求大国领导人发挥真正的领导力,重视成员国的正当诉求,深化欧洲经济一体化。After the outbreak of the crisis in the Eurozone, all over EU member- states began a coordinated move to slash their budgets in order to bring down deficits and pay down public debt. However, EU＇ action has built - in obstacles be- cause which is fettered by the unanimity nile for treaties. The EU not only needs to build more growth - oriented EU eco- nomic governance, improve financial market oversight and promote economic growth, but also needs the EU leading powers to exercise real leadership, articulate national legitimating discourses and deepen the European economic integration.
