摘　　要：科技创新人才是科技创新的核心资源,是科技进步的关键要素,区域内科技创新人才的成长环境决定着这类人才的培养、发展、壮大。阐述科技创新人才和政策环境之间的互动关系,基于模糊综合评价理论对河南省科技创新人才与政策环境之间的关系进行实证研究,建立科技创新人才成长的政策环境评价体系,确认各项指标,对具体数据进行分析,构建评价矩阵,得到河南省科技创新人才成长的政策环境评价结果。Technology innovation talents became key elements of occupation of economy commanding height. The develop- ment environment of the territory for innovation in science and technology will also determine the type of personnel training, development and growth. This paper explained the mutual relationships between cultivation of high - quality talents and pol- icy environment for its developments at first and did the empirical study on the relationship based on fuzzy comprehensive e- valuation method. The paper built the evaluation system of policy environment of technology innovation talents. After iden- tifying every index, analyzing the detail data, and building the evaluating matrix, the paper got the evaluation results.
